First Session of Chinese Netizen Right and Interest Protection Forum Convened

In the afternoon of August 27, Internet Society of China (ISC) convened the first session of Chinese Netizen Right and Interest Protection Forum during 2014 China Internet Conference.

Taking “Protecting Netizen Right and Interest” as the theme, this forum discussed the topics of understanding of the Netizen right and interest, the violation situation and successful practice in the protection process from the perspective of policies and regulation, public oversight, industry self-discipline and public education etc.

Mr. HUANG Chengqing, the Vice President of ISC and Chairman of ISC Anti-Spam Working Committee, attended the forum and delivered a speech. He pointed out that the public attached increasingly attention to Netizen right and interest issues in recent years. ISC Anti-Spam Working Committee will focus on the governance of website with negative information, App and spam etc., carry out Netizen right and interest protection research and education. He directed the work of Netizen right and interest protection in four aspects, that is, conforming to the Internet Era spirit, encouraging public reporting and public oversight, connecting with network credit system building and appealing for the joint efforts of the whole society.

Mr. XI Wei, the Deputy Director of Internet Illegal Information Reporting Center, pointed out that the Internet companies should assume social responsibility to implement Netizen right and interest protection and the public should be self-regulated. With the joint efforts of all circles, we devoted to build a healthy and sustainable Internet.

On the forum, the principal of ISC 12321 Reporting Center released Chinese Netizen Right and Interest Protection Survey Report (2014). The Report gave the primary definition of Netizen right and interest, that is, the right the Netizen enjoyed in the process of using Internet products, services and relevant equipment. Based on questionnaire, the Report conducted a survey on understanding of Netizen right and interest and the major types of violation cases and analyzed several common violation situation, as well as Netizens’ recognition towards Internet companies’ protection practice. It is surveyed that the loss of all types of violation cases amounted to 143.4 billion Yuan in the past one year.

The principal of 12321 Reporting Center Research Department addressed a speech with the subject of Public Oversight and Netizen Right and Interest Protection. He said that the Netizen right and interest violation situation is severe according to the received and accepted reports. Though the protection status quo failed to meet Netizens expectations, it is difficult to eliminate the violation cases in short term. Therefore, it needs the efforts of all circles to make progress in Netizen right and interest protection.

Besides, 12321 Reporting Center released the black list of the spam advertisers based on the reporting information and commended the self-regulated companies in the “Hundred Security App Stores” Campaign. According to Netizens’ reports, 19,891 apps with negative information were removed from the app stores and 32,566 links were deleted.

On the forum, it also launched the signing ceremony of ISC Self-discipline Convention against Illegal Information Spread by Apps on Mobile Devices. The Top three communication operators and 25 Internet companies actively supported the Convention.

Meanwhile, 12321 Online Illegal Information Reporting and Netizen Right and Interest Protection Platform were launched. This platform integrated 12321 Reporting Center Anti-Spam Tackling Platform, National Spam Joint Operation Platform, App Stores etc. The platform could handle data from multiple reporting channels and accept different types of illegal information reporting. Also, the platform opened the reporting information sharing interface combined with information tracking and feedback function.
